U.S./Iraqi Attack on Tall Afar Kills at least 200

In Iraq, at least 200 are dead in the city of Tall Afar after U.S. and Iraqi forces launched a major assault on the northern city over the weekend. On Monday the Iraqi Red Crescent Society sent in aid for families displaced by three days of bombardment. It was the largest attack since the siege of Fallujah. U.S. officials originally portrayed the bombing as essential to stop the flow of foreign fighters from Syria. But the Washington Post reports the targets were largely Sunni Turkmen. According to the Post, the Kurdish militia known as the Peshmerga - not the actual Iraqi army - led the assault. Meanwhile the U.S. is denying an accusation that the military used toxic gases in the attack. Abu Musab al-Zarqawi reportedly posted an audio message online claiming the U.S. was using some type of chemical weapons in the city.

Israel Pulls Out of Gaza Ending 38 Years Of Occupation

Israeli soldiers have officially pulled out of the Gaza Strip on Monday giving Palestinians control of the region and ending 38 years of military occupation. Israel retains control over the territory's air and sea space and, at least temporarily, all its borders. Thousands of Palestinians poured across the Egyptian border to reunite with relatives and to buy goods including cigarettes. Egyptian forces on Monday fatally shot one Palestinian during the rush across the border. The UNITED STATES SUPPLIES 98% of Israeli MILITARY SPENDING, ALLMOST 3 BILLION A YEAR!!!! THATS ALLMOST DOUBLE WHAT SADDAM SPENT HIS LAST YEAR IN OFFICE FOR THE ENTIRE COUNTRY OF IRAQ!!!

Environmental Disaster: Toxic Landfill Remains Underwater

More environmental concerns are being raised in the Gulf Coast region. The magazine Solid Waste & Recycling reports that New Orleans may be facing a dramatic pollution issue related to a 95-acre toxic landfill site in downtown New Orleans that is still underwater. The landfill is a federally registered Superfund site and is considered a highly contaminated requiring cleanup and containment. The flood has increased the chances that the toxic waste in the landfill could leach out and contaminate the surrounding area. Two Superfund sites in neighboring Mississippi may also have sustained water damage. According to the Washington Post, the flooded Superfund sites contain a range of contaminants that include heavy metals linked to increased cancer risk and developmental problems as well as other carcinogens.

Here are just a few Executive Orders associated with FEMA that would suspend the Constitution and the Bill of Rights. These Executive Orders have been on record for nearly 30 years signed in by JFK and could be enacted by the stroke of a Presidential pen:

* EXECUTIVE ORDER 10990 allows the government to take over all modes of transportation and control of highways and seaports.

* EXECUTIVE ORDER 10995 allows the government to seize and control the communication media.

* EXECUTIVE ORDER 10997 allows the government to take over all electrical power, gas, petroleum, fuels and minerals.

* EXECUTIVE ORDER 10998 allows the government to seize all means of transportation, including personal cars, trucks or vehicles of any kind and total control over all highways, seaports, and waterways.

* EXECUTIVE ORDER 10999 allows the government to take over all food resources and farms.

* EXECUTIVE ORDER 11000 allows the government to mobilize civilians into work brigades under government supervision.

* EXECUTIVE ORDER 11001 allows the government to take over all health, education and welfare functions.

* EXECUTIVE ORDER 11002 designates the Postmaster General to operate a national registration of all persons.

* EXECUTIVE ORDER 11003 allows the government to take over all airports and aircraft, including commercial aircraft.

* EXECUTIVE ORDER 11004 allows the Housing and Finance Authority to relocate communities, build new housing with public funds, designate areas to be abandoned, and establish new locations for populations.

* EXECUTIVE ORDER 11005 allows the government to take over railroads, inland waterways and public storage facilities.

* EXECUTIVE ORDER 11051 specifies the responsibility of the Office of Emergency Planning and gives authorization to put all Executive Orders into effect in times of increased international tensions and economic or financial crisis.

* EXECUTIVE ORDER 11310 grants authority to the Department of Justice to enforce the plans set out in Executive Orders, to institute industrial support, to establish judicial and legislative liaison, to control all aliens, to operate penal and correctional institutions, and to advise and assist the President.

* EXECUTIVE ORDER 11049 assigns emergency preparedness function to federal departments and agencies, consolidating 21 operative Executive Orders issued over a fifteen year period.

* EXECUTIVE ORDER 11921 allows the Federal Emergency Preparedness Agency to develop plans to establish control over the mechanisms of production and distribution, of energy sources, wages, salaries, credit and the flow of money in U.S. financial institution in any undefined national emergency. It also provides that when a state of emergency is declared by the President, Congress cannot review the action for six months. The Federal Emergency Management Agency has broad powers in every aspect of the nation. General Frank Salzedo, chief of FEMA's Civil Security Division stated in a 1983 conference that he saw FEMA's role as a "new frontier in the protection of individual and governmental leaders from assassination, and of civil and military installations from sabotage and/or attack, as well as prevention of dissident groups from gaining access to U.S. opinion, or a global audience in times of crisis." FEMA's powers were consolidated by President Carter to incorporate:

o the National Security Act of 1947, which allows for the strategic relocation of industries, services, government and other essential economic activities, and to rationalize the requirements for manpower, resources and production facilities;

o the 1950 Defense Production Act, which gives the President sweeping powers over all aspects of the economy;

o the Act of August 29, 1916, which authorizes the Secretary of the Army, in time of war, to take possession of any transportation system for transporting troops, material, or any other purpose related to the emergency; and

o the International Emergency Economic Powers Act, which enables the President to seize the property of a foreign country or national. These powers were transferred to FEMA in a sweeping consolidation in 1979.

If you believe the corporate media, FEMA is simply a bungling and inept emergency management agency and its director, Michael Brown, according to the Washington Post, is simply an "accidental director" and "the failed head of an Arabian horse sporting group who was plucked from obscurity to become President Bush's point man for the worst natural disaster in U.S. history" and, as the Boston Globe notes, "got the job through an old college friend who at the time was heading up FEMA.... Brown -- formerly an estates and family lawyer -- this week has made several shocking public admissions, including interviews where he suggested FEMA was unaware of the misery and desperation of refugees stranded at the New Orleans convention center." In short, the corporate media would have us believe Brown is a clueless lawyer and former horse trader and FEMA an unresponsive federal bureaucratic leviathan wrapped up in red tape. But this does not explain the following:

FEMA refused evacuation help from Amtrak; it turned away experienced fire fighters and first responders; it turned back Wal-Mart supply trucks; refused to allow the Red Cross to deliver food; blocked a 500-boat citizen flotilla from delivering aid; turned away generators and other equipment (see this page with links to news stories). In other words, FEMA went out of its way to deny aid and allow people to die from dehydration, starvation, and lack of medicine and medical help. In addition to denying aid, and thus killing an as of yet (and possibly forever) unknown number of people, FEMA is attempting to control media access to the worst natural disaster in American history (see Journalist Groups Protest FEMA Ban on Photos of Dead). Moreover, journalists and photographers have been assaulted by troops and had their notebooks and cameras confiscated (see The Eye of the Hurricane by Matthias Gebauer).

Regardless of all the corporate media hype, FEMA was not created to respond to natural disasters and help American citizens (in fact, it is an unconstitutional construct, created by Executive Order, and draws its "lawful" facade not from the American people, but the fact Executive Order 12148 was published in the Federal Registry). "FEMA has only spent about 6 percent of its budget on national emergencies, the bulk of their funding has been used for the construction of secret underground facilities to assure continuity of government in case of a major emergency, foreign or domestic," writes Harry V. Martin. "General Frank Salzedo, chief of FEMA's Civil Security Division stated in a 1983 conference that he saw FEMA's role as a 'new frontier in the protection of individual and governmental leaders from assassination, and of civil and military installations from sabotage and/or attack, as well as prevention of dissident groups from gaining access to U.S. opinion, or a global audience in times of crisis.'" In the wake of Hurricane Katrina, a lot of criticism is focused on FEMA, but this is not the first time the agency has taken heat for "dropping the ball" after natural disasters. Martin writes:

FEMA's deceptive role really did not come to light with much of the public until Hurricane Andrew smashed into the U.S. mainland. As Russell R. Dynes, director of the Disaster Research Center of the University of Delaware, wrote in The World and I, "...The eye of the political storm hovered over the Federal Emergency Management Agency. FEMA became a convenient target for criticism." Because FEMA was accused of dropping the ball in Florida, the media and Congress commenced to study this agency. What came out of the critical look was that FEMA was spending 12 times more for "black operations" than for disaster relief. It spent $1.3 billion building secret bunkers throughout the United States in anticipation of government disruption by foreign or domestic upheaval. Yet fewer than 20 members of Congress, only members with top security clearance, know of the $1.3 billion expenditure by FEMA for non-natural disaster situations. These few Congressional leaders state that FEMA has a "black curtain" around its operations. FEMA has worked on National Security programs since 1979, and its predecessor, the Federal Emergency Preparedness Agency, has secretly spent millions of dollars before being merged into FEMA by President Carter in 1979.
One such black op was REX-84 (Alpha Explan, or Readiness Exercise 1984), exposed by the Miami Herald on July 5, 1987, and described as "a secret government within a government." Iran-Contra criminal Oliver North "worked closely with FEMA to redraw national contingency plans dealing with nearly everything from nuclear attack to civil insurrection," explains totse.com (FEMA: Blueprint For Tyranny). "FEMA's action plan included the declaration of martial law, suspension of the Constitution and aggressive moves against dissenters. A trigger could be 'violent and widespread internal dissent.' This plan and its failure to clearly define a national crisis caused Attorney General Smith to issue an official protest. The Herald reported that on Aug. 2, 1984, Smith emphatically expressed to National Security Advisor Robert 'Bud' McFarlane his alarm over FEMA's 'expansion of the definition of severe emergency to encompass "routine" domestic law enforcement emergencies.'" Under Reagan, Louis O. Giuffrida, "a stealth-obsessed ex-California National Guard officer who preferred to be addressed according to his former rank in that organization," as Jonathan Vankin and John Whalen describe him, oversaw FEMA. During the late sixties and early seventies, Giuffrida served as then California governor Reagan's terrorism advisor and at Reagan's request founded the California Specialized Training Institute, a school for police and military commandos. "Giuffrida and [Edwin] Meese (then Governor Reagan's chief assistant) helped develop a plan to purge California of its militant and peaceful protesters," Vankin and Whalen write. "Operation Cable Splicer, a variation of the Army Garden Plot, a 'domestic counterinsurgency' scheme, spied on suspected radicals and marshaled maximum force to squash riots and legitimate demonstrations alike."

It appears Hurricane Katrina has provided FEMA with an excuse to "dry run" its unconstitutional powers in New Orleans, rounding up "refugees" (now called "evacuees") and "relocating" them in various camps. "Some evacuees are being treated as 'internees' by FEMA," writes former NSC employee Wayne Madsen. "Reports continue to come into WMR that evacuees from New Orleans and Acadiana [the traditional twenty-two parish Cajun homeland] who have been scattered across the United States are being treated as 'internees' and not dislocated American citizens from a catastrophe. Some FEMA facilities are preventing these internees from leaving on their own. Reports of mandatory registration and the issuing of FEMA ID cards suggest that FEMA, an agency that is rife with right-wing security goons and severely lacking in humanitarian workers, has other motives in treating poor and destitute American citizens as prisoners in their own country." Call it REX-84 revisited.

"The disaster that struck New Orleans and the southern Gulf Coast has given rise to the largest military mobilization in modern history on US soil. Nearly 65,000 US military personnel are now deployed in disaster area, transforming the devastated port city into a war zone," writes Bill Van Auken. "While no doubt incompetence and indifference played a major role [in the supposedly bungled aid effort], there is also strong evidence that aid was deliberately withheld by the White House and the Pentagon as part of a strategy for asserting unfettered military control over the city.... the US ruling elite and both major parties have used September 11 as the pretext for implementing far-reaching attacks on democratic rights and breaching legal barriers -- such as Posse Comitatus -- against the use of military force against the American people." Van Auken mentions "that US military's Northern Command had developed a series of 'war plans' for the military 'to take charge' in domestic crises" allegedly in response to "supposed terrorist attacks, including the detonation of a nuclear device in a major American city" and "the catastrophe that struck New Orleans provided ideal conditions for testing the plans out."

Briefly, but dramatically, the political failures that turned New Orleans and many other Gulf cities and towns into a human catastrophe, shattered the bonds of conformity between the mass media and the government. Critical reporters described the failure of the government’s Homeland Security to evacuate vulnerable poor people and the absence of basic food and water for the victims. The media contrasted Bush partying with Republican cronies in California, Vice President Chaney on the golfing green, Secretary of State Rice shopping in Manhattan and Homeland Security boss Chertoff claiming that disaster relief was in excellent shape with the cries of desperation and destitution of tens of thousands of poverty-stricken and hungry African Americans and poor whites barely surviving in a dark, filthy convention center and sports arena.

By Day Four of the disaster, the critical impassioned voices were replaced by measured voices of official compassion. Photo opportunities of Bush abounded; the National Guardmen were arriving and the Government was responding. The “news” was about the heroic aid workers with photogenic white guards and nurses cradling black infants, bringing relief to the “refugees” and ending the growing lawlessness, violence and “looting” among the survivors. Interviews with top military officials focused on the threats to the soldiers from violent elements among the “refugees”. Visual images of armored troop carriers, heavily armed Special Forces against a backdrop of angry desolate people, resonated with the war propaganda from Iraq. What was an exercise in humanitarian aid was converted into a counter-insurgency operation. By the end of the sixth day the mass media converted the national government’s political failures to protect citizens into a successful military occupation.

The Militarization of New Orleans

Nothing captures the “revised line” of the media better than the prominent place given to the government’s order to “Shoot to kill looters”. Not a whimper of protest, not a critical voice: The media converted the destitute city into a war zone: New Orleans became Fallujah. The media dredged up every rumor, hearsay, un-substantiated third hand report of child rape and murder to provide a “context” for the “new reality” – the militarization of a devastated American city. The media are well prepared for that scenario: Embedded journalist featured soldiers handing out concentrated military field rations (totally useless for small children and dehydrated elderly) while the beating of blacks carrying groceries (blacks ‘loot’ food; whites ‘find’ food) was omitted. Over a hundred thousand people without homes, jobs and savings, water, food and sanitation, were first and foremost subject to military occupation… to protect the banks, boutiques and jewelry stores from “looters”. Sixteen thousand troops and Special Forces backed by armored carriers and helicopters have taken over the city.

There were no announcements or plans for civil reconstruction – jobs for those without jobs and plans to re-house the tens of thousands of families left homeless. Instead the media repeatedly played on white paranoia: black rapists terrorizing neighborhoods, shelters, anywhere they could flag a rumor… It is surprising that ‘cannibalism wasn’t included in the medias list of ‘outrages’ committed by the “Africanized” destitute. There was hardly any mention of the “looters” who braved the swirling floods and military snipers to bring bottled water to the elderly, dry cereal to children and cans of sardines to the hungry. Ninety-nine point percent of the poor blacks were destitute but the media focused on the 1% of criminals. “Zero tolerance” declared Governor Blanco of Louisiana to titillate the President and to prime the automatic rifles of the Special Forces. The black mayor of New Orleans, caught between the majority of blacks confined to filth, living amidst the decaying dead and the sewage of the living and the militarization of the city, appealed to the outside world.

The daily rape of a city, of an entire population of the most vulnerable, is condoned. While the media pursue a witness to the rumored rape of a 14-year-old several days earlier they ignore reports of mass death, fecal contaminated waters and listless, dehydrated babies. The mass state propaganda machine focuses on the President signing an aid bill and promising Law and Order.

Criminalizing the Victims

Given the government’s total abandonment of tens of thousands of poor, starving and homeless blacks, it was obvious that many people would scavenge for food and water. By deliberately linking the survivors with “looters” and “rapists”, public officials set the stage for the subsequent militarization and de-facto martial law – fertile terrain for the killing fields. The first reports that filtered out from (unembedded) eyewitness reports mentioned groups of Guardsmen beating the self-help survivors. Military reports cited the killing of several ‘snipers’.

No doubt the Government’s first pre-occupation is to saturate the city with the military to prevent the survivors from organizing for justice and to channel all communications about the state of the city through officially approved sources. Even more significantly the military defines the nature of the situation as a problem of criminality and the repressive “solution” through maximum control and minimum aid.

The Magical Powers of the Mass Media

On the seventh day after the human catastrophe, the mass media were flooded with the faces, voices and compassionate rhetoric of all the major and minor spokespeople of the Bush Administration. Every major television network, every featured program presented Bush, Rumsfeld, Rice, Chertoff and various Generals speaking in mutual admiration of the Herculean efforts, of the courageous and generous Guardsmen, aid workers etc.

The mass media commentators and interviewers wholeheartedly co-operated in decriminalizing the state. The officials guilty of crimes against the humanity of poor and destitute citizens were transformed into humanitarian saviors. Not a single word of self-criticism from the officials and none suggested by the media moderators. The few dissident critical voices of the first few days were chastened and disappeared from the television screen. The US media was the only place in the world in which the guilty officials were exonerated.

Media-State mass propaganda had its impact: Public opinion polls indicated that more (70%) of the public were hostile of the President’s petroleum policy and high gas prices than of the gross political neglect which caused the death of thousands of their, mostly black, compatriots (66%).

By publicizing the President’s belated and inadequate aid and amplifying the extent of criminality among the destitute, the mass media has racially polarized the catastrophe between generous compassionate white humanitarians and ungrateful, hostile black “refugees” – a term stripping the victims of their citizenship and rights.

Washington’s “Shoot to Kill” order applied to water bottle snatchers and the real or imagined snipers. Negative labeling of the victims by the media heightens the public’s distrust of the testimonials of dehydrated children and frail grandmothers. Criminalization, demonization and militarization is what Washington does best. Repeating official propaganda and censoring dissident interviews is what the US mass media does best. Not a single mass media outlet, not a single one of the major television outlets mentioned the highly critical reports of the most prestigious overseas media. Reports from Le Monde, the Guardian, El Pais, Der Spiegel, La Jornada were never mentioned.

Photo propaganda and captions in big print are especially effective in our boobocracy and it is what our mass media does best. Photographs of Bush hugging a cleaned-up, photogenic ‘survivor’, excluded the bodies floating in the debris. Ubiquitous photos appeared of Bush signing the aid bill…seven days after the fact, but not photos of Bush at a Republican fund raiser on Day One of the hurricane. No photos of Vice President Chaney golfing on Day Three, while cadavers floated down Main Street in Biloxi, Mississippi. No photos of the President and CEO of the Red Cross depositing her over $640,000 salary, while 40,000 people lacked clean water in “refugee sites”. No photos of Secretary Rice at a Broadway comedy on Day Four while the bodies of old black ladies decomposed near their outraged and destitute relatives and neighbors.

Conclusion

The mass media made an abrupt turn, adapting and shaping the images of the Administration’s catastrophe. In seven days the magic of the media transformed the Bush team from incompetent and ignorant leaders to decisive and caring officials. At the same time the desperate, dying and furious were converted into an unruly, crime-ridden, ungrateful and chaotic mob. The political message was clear: Repression and militarization were priority conditions for survival and humanitarian aid. The city had to be under de facto martial law before it could be saved. Viet Nam and Falluja come to mind. After all, counter-insurgency is what we do best.

According to the President, his Cabinet members and the media: “America is rising to the occasion.” We won’t forget the 10,000’s of dead and injured, we’ll even lower the flag for a few days – that is if the Congressional Black Caucus raises the issue. As the President would say, “Let’s move on. We’ve got a war to win in Iraq.” !0,000 dead? Another number pulled straight out of his ass...

In the other America, the victims, their friends, their brothers and sisters are not deceived. Certainly the Europeans, Africans, Asians and Latin Americans have images etched in their collective memory: of frantic, desperate New Orleans poor with faces staring angrily at an indifferent government.

What can we do?

We must refuse to be demoralized or degraded. Let's make an extra effort to be kind and en-couraging, to treat each other like brothers and sisters we all are. We need to educate each other. Stand with each other. Because its only gonna get worse for your children and the planet!

This is a major event in the agenda for a New America and a New World Order and it may be a make or break one.

This New America is being controlled by corrupt elite criminals who seek to achieve the degradation and enslavement of humanity through war, "revolution," sickness, starvation, depression, and now "natural" disaster. A disaster has been turned into a drill for martial law. This is not an accident. It is part of a relentless process of demoralization designed to make the people accept tyranny and excessive control over their lives.

In Washington, the House an Senate overwhelmingly approved $51.8 billion for relief efforts, the second disbursement since the storm devastated the Gulf Coast on Aug. 29. The funds include $50 billion for FEMA, $1.4 billion for the Department of Defense and an additional $400 million for the Army Corps of Engineers! The request follows a $10.5 billion package that President Bush signed on Friday and that is intended to address the immediate needs of survivors.

FEMA's powers were consolidated by President Carter to incorporate:

o the National Security Act of 1947, which allows for the strategic relocation of industries, services, government and other essential economic activities, and to rationalize the requirements for manpower, resources and production facilities;

o the 1950 Defense Production Act, which gives the President sweeping powers over all aspects of the economy;

o the Act of August 29, 1916, which authorizes the Secretary of the Army, in time of war, to take possession of any transportation system for transporting troops, material, or any other purpose related to the emergency; and

o the International Emergency Economic Powers Act, which enables the President to seize the property of a foreign country or national. These powers were transferred to FEMA in a sweeping consolidation in 1979.

No civilians in New Orleans will be allowed to carry pistols, shotguns or other firearms, said P. Edwin Compass III, the superintendent of police. "Only law enforcement are allowed to have weapons," he said.

But that order apparently does not apply to hundreds of security guards hired by businesses and some wealthy individuals to protect property. The guards, employees of private security companies like Blackwater, openly carry M-16's and other assault rifles. Mr. Compass said that he was aware of the private guards, but that the police had no plans to make them give up their weapons.

Amerika will soon be Occupied by Russia, Japan, Canada, France, Honduras, Germany, Venezuela, Jamaica, Australia, the United Kingdom, the Netherlands, Switzerland, Greece, Hungary, Colombia, the Dominican Republic, El Salvador, Mexico, China, South Korea, Israel, the United Arab Emirates, NATO and the Organization of American States, the spokesman said.

A convoy of Mexican army trucks rolled into the United States on Wednesday. It was the first Mexican military presence on American soil since the Mexican-American War, which ended in 1847.

The article stated that there were multiple convoys scheduled to enter Texas today. Regardless of how many Mexican troops are here or whether they are indeed armed as witnesses have stated, there's absolutely no need for them. Aid is literally cramming warehouses in Texas, Louisiana, Alabama, Mississippi and Florida. The problem is that FEMA will not deliver it to the estimated 10,000 victims of Katrina, who have refused to leave New Orleans. FEMA already stated three days ago that these people would not receive any food or water. Many of these residents are middle class homeowners who would not have their families broken up in the first days of the rescue as the authorities demanded or more often they refused to leave their beloved pets behind.

In other areas, aid is desperately required because FEMA has been deliberately sabotaging relief efforts. The LA Times reported today that "scores of police and volunteer firefighters from around the nation, as well as trucks loaded with donated water, were even now being prevented from entering New Orleans while troops conduct house-to-house searches."

FEMA has also been cutting communication lines. Sheriffs in several counties of New Orleans have set up armed guard patrols to prevent FEMA from further actions of sabotage.

FEMA has therefore intentionally created the climate for the justification of foreign troops entering the US.

The history of UN intervention is more a history of the suppression of innocent civilians than it is one of liberation. UN troops have typically committed more atrocities than the rebels and/or patriots they are sent to subdue. Whether a group is terrorist or patriotic in nature is a matter of perspective in any given situation, but the UN defines all anti-government groups as terrorists by default. Members of the US government that support One World Government, such as the Clinton and Bush families and all members of the Council on Foreign Relations, would like nothing better than to see UN troops used on American soil. This is part of the plan to destroy America’s independence and bring us under the control of the Globalist elite. The possible combination of UN troops in America and a shoot to kill policy will result in the suppression of patriotic Americans who will be falsely labeled as terrorists, and whose murders will be justified by our illegitimate globalist government. Depending on how the situation develops, New Orleans could become a testing gtound for the use of United Nations troops in America. The National Guard would normally perform this function and have started to do so. Since most of the National Guard is in Iraq, they are not available to perform their main function of protecting this country. What a coincidence! This will open the door to UN intervention in America’s private affairs, starting in New Orleans.

The New Orleans situation is the beginning of the class warfare America will see in the near future. This war will pit the corporate and government elite against all other American citizens. The American Police State will line up against American patriots who wish to preserve US sovereignty and the civil liberties guaranteed and protected by the US Constitution.

The Council on Foreign Relations is a One World Government communist organization that has succesfully planted its agents in all levels of our government. The goal is to remove the right and ability of Americans to govern ourselves. The federal government’s response to the New Orleans disaster is another case of the suppresion of US citizens in furthering this goal. We are considered animals to be herded in any way the elite desires and New Orleans is the elites latest zoo.


I just got back from a FEMA Detainment Camp

I’m extremely depressed to report that things seem to only be getting sadder concerning the people so devastatingly affected by Katrina last week. Two car loads of us headed over to Falls Creek, a youth camp for Southern Baptist churches in Oklahoma that agreed to have its facilities used to house Louisiana refugees. I’m afraid the camp is not going to be used as the kind people of the churches who own the cabins believe it was going to be used.

Jesse Jackson was right when he said “refugees” was not the appropriate word for the poor souls dislocated due to Katrina. But he was wrong about why it is not appropriate. It’s not appropriate because they are detainees, not refugees.

Falls Creek is like a small town that is closed down about 9 months out of the year. It is made up of cabins that range from small and humble to large and grandiose, according to how much money the church who owns the cabin has. Each cabin has full kitchen facilities, bathrooms and usually have two large bunkrooms – one for women and one for men. The occupancy of the cabins varies according to the church. This past week the Southern Baptist association of Oklahoma offered the facility as a place to house refugees from the Katrina disaster. Each church owning a cabin was then called to find out if they would make their cabin available. Churches across the state agreed.

I started my journey by loading six large trash bags full of clothes in the back of my beetle buggy. I then went to the local Dollar General and purchased various hygiene products, snacks and even a set of dominoes and a deck of cards. I had my daughter take her own shopping cart and go and select her own items that she wanted to take. I told her to imagine herself without anything in the world and then select what she would need to live every day.

We then met up with my elderly parents who had gone to the Dollar Store themselves, and to the grocery store and had spent WAY too much of their limited social security on the venture. But that’s okay. We ended up having to take both vehicles on the 150 mile round trip because they were both pretty full. My son showed up and wanted to go. He drove my parents while my daughter and I rode in my car.

To say we all left with excitement would be appropriate. My 78 year old mother is a “fixer”. She loves to help people and she absolutely needs some one to dote over. That she was about to be able to help some people who had lost all in their lives had her feeling physically healthier than I’ve seen her in days. I was glad to get the chance to actively do something other than donate what little I can to some faceless charity hoping it would get to the people who needed it. I felt glad I could do some small something that might cut through the helplessness I’ve felt over this situation. Both of my kids were eager to assist.

The only odd thing that occurred prior to setting off happened while I was gassing up in our small town. My daughter was pumping the gas and a lady she knew pulled up to an adjacent pump. My daughter started telling her where we were going and that we were taking things to the refugees. The lady told my daughter that she had been told the Red Cross was not allowing any one to deliver supplies. When I returned to the car from paying for the gas my daughter informed of this. I told her that the Red Cross would not be preventing the members of our church from entering our own cabin, so it really didn’t matter. It was at that point we decided to stop back by the house and get my daughter’s camera so that she could take pictures if required.

From the moment I heard about Falls Creek being scheduled to receive refugees I had two thoughts run through my mind:

1. What a beautiful place to be able to stay while trying to get your life back in order.

2. What a terrible location to be when you’re trying to get your life back in order.

The first thought is because Falls Creek is nestled in the Arbuckle Mountains of south central Oklahoma. One of the more beautiful regions of the state. It would be a peaceful and beautiful place to try to start mending emotionally, and begin to figure what you’re going to do next.

The second thought comes because Falls Creek is very secluded and absolutely no where near a population center. The closest route from Falls Creek to a connecting road is three miles on a winding narrow road called “High Road” (It gets that name for two reasons – it’s goes over the mountain instead of around it like “Low Road” does, and it’s where the teenagers of the area go to party). The road has not a single home on it for over 3 miles. After battling that 3 miles over mountains, you’ll find yourself about 5 miles from the nearest town, Davis, Oklahoma, population ca. 2000. This is no place to start a new life.

All of sudden the landscape changed from picturesque mountainous rural America, to something foreign to me as we approached the rear gate of the camp. Two Oklahoma State Patrol vehicles and four Oklahoma Troopers guarded the gate. We started through and they stopped us.

“Can I help you, ma’am?”

I informed him we’re here to deliver supplies to our church’s name cabin. He stood silent and stared at me. My daughter turned and snapped a picture of his vehicle – very conspicuously.

I smiled at him and he asked, “Do you know where that cabin is located?”

I informed him I did. He looked at me a bit longer and then said, “Ok” and stepped away from the car. They stopped my parents’ vehicle as well, but I assume my son informed them he was with us. They let them pass.

We made our way through the narrow streets toward our church’s cabin.

We noticed that the various church cabins had numbered placards on them that normally weren’t there.

We arrived at our cabin and started toting the clothes in. We finally found a group of men upstairs in the dorms trying to do something alien to them – make beds. They had almost completed the room of bunk beds and told us we could go over to the ladies’ dorm room and start on it. We lugged our sacks of clothes back down the stairs. Then we got the first negative message. “You can’t bring any clothes in. FEMA has stated they will accept no more clothes. They’ve had 30 people sorting clothes for days. They don’t want anymore.” My mind couldn’t help but go back over the news articles that have accused FEMA of refusing water in to Jefferson Parrish, or turning fuel away.

We lugged the bags of clothes back to the car. We then turned to bringing in our personal hygiene products. That’s when we learned our cabin had been designated a “male only” cabin. Approximately 40 men, ranging from age 13 on up would be housed there. We started resacking the female products and sorted out everything that would be useful for men.

We lugged the bags of female products back to the car. We asked if they knew of a cabin that had been designated for women. The “host” (the hosts are Oklahoma civilians who have been employeed??? by FEMA to reside at each cabin and have already gone through at least one “orientation” meeting conducted by FEMA at “BASE” which is some unknown but repetitively referred location within the camp) told us he believed McAlester cabin was dedicated to females. He then explained there were male, female and family cabins designated.

We then started lugging in our food products. The foods I had purchased were mainly snacks, but my mother – God bless her soul – had gone all out with fresh vegetables, fruits, canned goods, breakfast cereals, rice, and pancake fixings. That’s when we got the next message: They will not be able to use the kitchen.

Excuse me? I asked incredulously.

FEMA will not allow any of the kitchen facilities in any of the cabins to be used by the occupants due to fire hazards. FEMA will deliver meals to the cabins. The refugees will be given two meals per day by FEMA. They will not be able to cook. In fact, the “host” goes on to explain, some churches had already enquired about whether they could come in on weekends and fix meals for the people staying in their cabin. FEMA won’t allow it because there could be a situation where one cabin gets steaks and another gets hot dogs – and…

it could cause a riot.

It gets worse.

He then precedes to tell us that some churches had already enquired into whether they could send a van or bus on Sundays to pick up any occupants of their cabins who might be interested in attending church. FEMA will not allow this. The occupants of the camp cannot leave the camp for any reason. If they leave the camp they may never return. They will be issued FEMA identification cards and “a sum of money” and they will remain within the camp for the next 5 months.

My son looks at me and mumbles “Welcome to Krakow.”

My mother then asked if the churches would be allowed to come to their cabin and conduct services if the occupants wanted to attend. The response was “No ma’am. You don’t understand. Your church no longer owns this building. This building is now owned by FEMA and the Oklahoma Highway Patrol. They have it for the next 5 months.” This scares my mother who asks “Do you mean they have leased it?” The man replies, “Yes, ma’am…lock, stock and barrel. They have taken over everything that pertains to this facility for the next 5 months.”

We then lug all food products requiring cooking back to the car. We start unloading our snacks. Mom appeared to have cornered the market in five counties on pop-tarts and apparently that was an acceptable snack so the guy started shoving them under the counter. He said these would be good to tied people over in between their two meals a day. But he tells my mother she must take all the breakfast cereal back. My mother protests that cereal requires no cooking. “There will be no milk, ma’am.” My mother points to the huge industrial double-wide refrigerator the church had just purchased in the past year. “Ma’am, you don’t understand…

It could cause a riot.”

He then points to the vegetables and fruit. “You’ll have to take that back as well. It looks like you’ve got about 10 apples there. I’m about to bring in 40 men. What would we do then?”

My mother, in her sweet, soft voice says, “Quarter them?”

“No ma’am. FEMA said no…

It could cause a riot. You don’t understand the type of people that are about to come here….”

I turn and walk out of the room…lugging all the healthy stuff back to the car. My son later tells me the man went on to say “We’ve already been told of teenage girls delivering fetuses on buses.” My son steps toward him and says “That’s because they’ve almost been starved to death, haven’t had a decent place to get a good night’s sleep, and their bodies can’t keep a baby alive. I’m not sure that’s any evidence some one should be using to show these are ‘bad people’.”

We then went to the second dorm room and made up beds. When we got through and were headed outside the host says to me and my daughter, “How did you get in here?” I told him we came in through the back gate. He replies, “No, HOW did you get in here? No one who doesn’t have credentials showing is supposed to be in here.” (I had noticed all the “hosts” had two or three badges hanging around their necks.) I told him it might have had something to do with the fact my daughter was snapping pictures of the OHP presence at the gate. He then tells us, “Well, starting in the morning NO ONE comes in. So if you have further goods you want to donate you will have to take them to your local church. They will collect them until they have a full load and then bring them to the front gate.”

But there was more…an Oklahoma Department of Safety truck and a military vehicle…and a cell phone tower (which fretling didn’t get a pic of…grrr). Falls Creek, because it sits in a “bowl” surrounded by mountains, is notorious for no cell phone coverage.

There were buses coming in the front gate at about a rate of 1 every 2 or 3 minutes. We could hear them below us as we walked back up the hill. We could also see their white tops through the trees. We figured these were busloads of refugees arriving, but we never saw these buses in the camps, nor were any refugees visible at the camp while we were there.

We then loaded back into our vehicles and headed toward the cabin we had been told was for women so that we could off-load our appropriate products. When we arrived there was no one in the cabin so we preceded to unload our vehicles and take the merchandise in to the cabin. A horde of “hosts” who had been hovering at a nearby cabin head toward us.

“Can we help you?”

I explained to them what we were doing.

“Uhh… you can’t just leave donated goods in the cabins. FEMA has stated they want all supplies to go to their central warehouse. They said they have had far too many supplies come in and they need to handle them. You can’t leave ANY clothes.”

I just stared at them.

One chubby-checker, after several moments of pregnant pause broken only by the sound of my 82 year old dad continuing to shuffle boxes out of the back of his car (GO DAD!), says “I’ll call “BASE” and confirm what should happen here.”

I continue to stare.

He pounds out the number on his cell phone and when some one picks up he chickens out and just asks “I need to verify that cabin 11 is a female only facility.” When he hangs up he says that it is and I respond, “Well, good, we’ll get on with this then.” It’s at that point my son pulls me aside and says, “Every damned one of them have the same phone. That’s what the comm tower is for at the amphitheater. Now we know how FEMA runs through billions, they’ve given every one of these people a Cingular phone when walkie-talkies would have worked just fine.”

We off-load our goods into the McAlester cabin. Fretling takes pics of the buckets of toys that have been donated by citizens for the kiddos coming this way.
We then start out of the camp. I tell my daughter I want to go out the main gate this time. Her is what we saw on the way out...

This cabin was apparently commandeered by a group of people in navy blue jumpsuits with insignias all over them. You can see them in the left side of this pic. But they were standing all over the place on both sides of the narrow street.

Talk about a surreal moment…troops (unknown if Regular or National Guard) have taken up residency in the Durant First Baptist Church cabin very near the main gate of the camp.
…we passed a row of about 6 or 8 ambulances parked in the street just in front of the troop cabin, and the large tent on the top of the hill…we have no idea what that is for.
Now I’m starting to understand why it doesn’t matter that this location is not conducive to starting a new life.

We know that the admitted procedure in case of a chemical, biological, or radiological attack is to declare a national state of emergency and implement martial law, which gives dictatorial power to the president. Let us not forget Executive Order 11000 above which provides for the seizure of all American people for work forces under Federal supervision, (as shown splitting up families where necessary.) This Executive Order was signed by JFK forty years ago.

These forces are still standard operating procedure if martial law is declared, as it has been, and since another terrorist attack has been guaranteed by our own intelligence agencies, martial law is therefore inevitable as well.
There is also the Model State Emergency Health Powers Act which, recently enacted, will allow quarantines and forced vaccination. Strangely, this act also allows for the commandeering of drugs and firearms. Why would a gun-grabbing law be placed in a bill about vaccinations and medication confiscation?

Also take into account that there are close to fifty ‘relocation’ camps presently in place with more on the way!

This is not an accident. It is part of a relentless process of demoralization designed to make people accept world government.

Wars, depressions and "natural" disasters are going to continue as long as foreign bankers control America's finances, and with it her political and cultural institutions.

They need to brainwash, destroy, degrade and demoralize us so we will accept their world government. They have to subjugate us because otherwise we will repudiate the debt, money (credit) they created out of nothing.

They weaken us by corrupting us. turning us against each other using every resource available.

What can we do?

We must refuse to be demoralized or degraded. Let's make an extra effort to be kind and en-couraging, to treat each other like brothers and sisters we all are. We need to educate each other. Stand with each other. Because its only gonna get worse for your children and the planet!

This is a major event in the agenda for a New America and a New World Order and it may be a make or break one.

This New America is being controlled by corrupt elite criminals who seek to achieve the degradation and enslavement of humanity through war, "revolution," sickness, starvation, depression, and now "natural" disaster. A disaster has been turned into a drill for martial law. This is not an accident. It is part of a relentless process of demoralization designed to make the people accept tyranny and excessive control over their lives.

Federal Emergency Management Agency (FEMA)

"The crux of the problem is that FEMA has the power to turn the United States into a police state in time of a real crisis or a manufactured crisis"


Some people have referred to it as the "secret government" of the United States. It is not an elected body, it does not involve itself in public disclosures, and it even has a quasi-secret budget in the billions of dollars. This government organization has more power than the President of the United States or the Congress, it has the power to suspend laws, move entire populations, arrest and detain citizens without a warrant and hold them without trial, it can seize property, food supplies, transportation systems, and can suspend the Constitution. Not only is it the most powerful entity in the United States, but it was not even created under Constitutional law by the Congress. It was a product of a Presidential Executive Order. No, it is not the U.S. Military nor the Central Intelligence Agency, they are subject to Congress. The organization is called FEMA, which stands for the Federal Emergency Management Agency. Originally conceived in the Richard Nixon Administration, it was refined by President Jimmy Carter and given teeth in the Ronald Reagan and George Bush Administrations. FEMA had one original concept when it was created, to assure the survivability of the United States government in the event of a nuclear attack on this nation. It was also provided with the task of being a federal co-ordinating body during times of domestic disasters, such as earthquakes, floods and hurricanes. Its awesome powers grow under the tutelage of people like Lt. Col. Oliver North and General Richard Secord, the architects on the Iran-Contra scandal and the looting of America's savings and loan institutions. FEMA has even been given control of the State Defense Forces, a rag-tag, often considered neo-Nazi, civilian army that will substitute for the National Guard, if the Guard is called to duty overseas.

THE MOST POWERFUL ORGANIZATION IN THE UNITED STATES

Though it may be the most powerful organization in the United States, few people know it even exists. But it has crept into our private lives. Even mortgage papers contain FEMA's name in small print if the property in question is near a flood plain. FEMA was deeply involved in the Los Angeles riots and the 1989 Loma Prieta earthquake in the San Francisco Bay Area. Some of the black helicopter traffic reported throughout the United States, but mainly in the West, California, Washington, Arizona, New Mexico, Texas and Colorado, are flown by FEMA personnel. FEMA has been given responsibility for many new disasters including urban forest fires, home heating emergencies, refugee situations, urban riots, and emergency planning for nuclear and toxic incidents. In the West, it works in conjunction with the Sixth Army.

FEMA was created in a series of Executive Orders. A Presidential Executive Order, whether Constitutional or not, becomes law simply by its publication in the Federal Registry. Congress is by-passed. Executive Order Number 12148 created the Federal Emergency Management Agency that is to interface with the Department of Defense for civil defense planning and funding. An "emergency czar" was appointed. FEMA has only spent about 6 percent of its budget on national emergencies, the bulk of their funding has been used for the construction of secret underground facilities to assure continuity of government in case of a major emergency, foreign or domestic. Executive Order Number 12656 appointed the National Security Council as the principal body that should consider emergency powers. This allows the government to increase domestic intelligence and surveillance of U.S. citizens and would restrict the freedom of movement within the United States and grant the government the right to isolate large groups of civilians. The National Guard could be federalized to seal all borders and take control of U.S. air space and all ports of entry.

Here are just a few Executive Orders associated with FEMA that would suspend the Constitution and the Bill of Rights. These Executive Orders have been on record for nearly 30 years signed in by JFK and could be enacted by the stroke of a Presidential pen:

* EXECUTIVE ORDER 10990 allows the government to take over all modes of transportation and control of highways and seaports.

* EXECUTIVE ORDER 10995 allows the government to seize and control the communication media.

* EXECUTIVE ORDER 10997 allows the government to take over all electrical power, gas, petroleum, fuels and minerals.

* EXECUTIVE ORDER 10998 allows the government to seize all means of transportation, including personal cars, trucks or vehicles of any kind and total control over all highways, seaports, and waterways.

* EXECUTIVE ORDER 10999 allows the government to take over all food resources and farms.

* EXECUTIVE ORDER 11000 allows the government to mobilize civilians into work brigades under government supervision.

* EXECUTIVE ORDER 11001 allows the government to take over all health, education and welfare functions.

* EXECUTIVE ORDER 11002 designates the Postmaster General to operate a national registration of all persons.

* EXECUTIVE ORDER 11003 allows the government to take over all airports and aircraft, including commercial aircraft.

* EXECUTIVE ORDER 11004 allows the Housing and Finance Authority to relocate communities, build new housing with public funds, designate areas to be abandoned, and establish new locations for populations.

* EXECUTIVE ORDER 11005 allows the government to take over railroads, inland waterways and public storage facilities.

* EXECUTIVE ORDER 11051 specifies the responsibility of the Office of Emergency Planning and gives authorization to put all Executive Orders into effect in times of increased international tensions and economic or financial crisis.

* EXECUTIVE ORDER 11310 grants authority to the Department of Justice to enforce the plans set out in Executive Orders, to institute industrial support, to establish judicial and legislative liaison, to control all aliens, to operate penal and correctional institutions, and to advise and assist the President.

* EXECUTIVE ORDER 11049 assigns emergency preparedness function to federal departments and agencies, consolidating 21 operative Executive Orders issued over a fifteen year period.

* EXECUTIVE ORDER 11921 allows the Federal Emergency Preparedness Agency to develop plans to establish control over the mechanisms of production and distribution, of energy sources, wages, salaries, credit and the flow of money in U.S. financial institution in any undefined national emergency. It also provides that when a state of emergency is declared by the President, Congress cannot review the action for six months. The Federal Emergency Management Agency has broad powers in every aspect of the nation. General Frank Salzedo, chief of FEMA's Civil Security Division stated in a 1983 conference that he saw FEMA's role as a "new frontier in the protection of individual and governmental leaders from assassination, and of civil and military installations from sabotage and/or attack, as well as prevention of dissident groups from gaining access to U.S. opinion, or a global audience in times of crisis." o the National Security Act of 1947, which allows for the strategic relocation of industries, services, government and other essential economic activities, and to rationalize the requirements for manpower, resources and production facilities;

o the 1950 Defense Production Act, which gives the President sweeping powers over all aspects of the economy;

o the Act of August 29, 1916, which authorizes the Secretary of the Army, in time of war, to take possession of any transportation system for transporting troops, material, or any other purpose related to the emergency; and

o the International Emergency Economic Powers Act, which enables the President to seize the property of a foreign country or national. These powers were transferred to FEMA in a sweeping consolidation in 1979.

HURRICANE ANDREW FOCUSED ATTENTION ON FEMA

FEMA's deceptive role really did not come to light with much of the public until Hurricane Andrew smashed into the U.S. mainland. As Russell R. Dynes, director of the Disaster Research Center of the University of Delaware, wrote in The World and I, "...The eye of the political storm hovered over the Federal Emergency Management Agency. FEMA became a convenient target for criticism." Because FEMA was accused of dropping the ball in Florida, the media and Congress commenced to study this agency. What came out of the critical look was that FEMA was spending 12 times more for "black operations" than for disaster relief.

It spent $1.3 billion building secret bunkers throughout the United States in anticipation of government disruption by foreign or domestic upheaval. Yet fewer than 20 members of Congress, only members with top security clearance, know of the $1.3 billion expenditure by FEMA for non-natural disaster situations. These few Congressional leaders state that FEMA has a "black curtain" around its operations. FEMA has worked on National Security programs since 1979, and its predecessor, the Federal Emergency Preparedness Agency, has secretly spent millions of dollars before being merged into FEMA by President Carter in 1979.

FEMA has developed 300 sophisticated mobile units that are capable of sustaining themselves for a month. The vehicles are located in five areas of the United States. They have tremendous communication systems and each contains a generator that would provide power to 120 homes each, but have never been used for disaster relief.

FEMA's enormous powers can be triggered easily. In any form of domestic or foreign problem, perceived and not always actual, emergency powers can be enacted. The President of the United States now has broader powers to declare martial law, which activates FEMA's extraordinary powers. Martial law can be declared during time of increased tension overseas, economic problems within the United States, such as a depression, civil unrest, such as demonstrations or scenes like the Los Angeles riots, and in a drug crisis.

These Presidential powers have increased with successive Crime Bills, particularly the 1991 and 1993 Crime Bills, which increase the power to suspend the rights guaranteed under the Constitution and to seize property of those suspected of being drug dealers, to individuals who participate in a public protest or demonstration. Under emergency plans already in existence, the power exists to suspend the Constitution and turn over the reigns of government to FEMA and appointing military commanders to run state and local governments. FEMA then would have the right to order the detention of anyone whom there is reasonable ground to believe will engage in, or probably conspire with others to engage in acts of espionage or sabotage. The plan also authorized the establishment of concentration camps for detaining the accused, but no trial. An Executive Order signed by then President Bush in 1989 authorized the Federal Emergency Management Agency to build 43 primary camps (having a capacity of 35,000 to 45,000 prisoners each) and also authorized hundreds of secondary facilities. It is interesting to note that several of these facilities can accommodate 100,000 prisoners. These facilities have been completed and many are already manned but as yet contain no prisoners.

Three times since 1984, FEMA stood on the threshold of taking control of the nation. Once under President Reagan in 1984, and twice under President Bush in 1990 and 1992. But under those three scenarios, there was not a sufficient crisis to warrant risking martial law. Most experts on the subject of FEMA and Martial Law insisted that a crisis has to appear dangerous enough for the people of the United States before they would tolerate or accept complete government takeover. The typical crisis needed would be threat of imminent nuclear war, rioting in several U.S. cites simultaneously, a series of national disasters that affect widespread danger to the populous, massive terrorist attacks, a depression in which tens of millions are unemployed and without financial resources, or a major environmental disaster.

THREE TIMES FEMA STOOD BY READY FOR EMERGENCY

In April 1984, President Reagan signed Presidential Director Number 54 that allowed FEMA to engage in a secret national "readiness exercise" under the code name of REX 84. The exercise was to test FEMA's readiness to assume military authority in the event of a "State of Domestic National Emergency" concurrent with the launching of a direct United States military operation in Central America. The plan called for the deputation of U.S. military and National Guard units so that they could legally be used for domestic law enforcement. These units would be assigned to conduct sweeps and take into custody an estimated 400,000 undocumented Central American immigrants in the United States. The immigrants would be interned at 10 detention centers to be set up at military bases throughout the country. REX 84 was so highly guarded that special metal security doors were placed on the fifth floor of the FEMA building in Washington, D.C. Even long-standing employees of the Civil Defense of the Federal Executive Department possessing the highest possible security clearances were not being allowed through the newly installed metal security doors. Only personnel wearing a special red Christian cross or crucifix lapel pin were allowed into the premises. Lt. Col. North was responsible for drawing up the emergency plan, which U.S. Attorney General William French Smith opposed vehemently.

The plan called for the suspension of the Constitution, turning control of the government over to FEMA, appointment of military commanders to run state and local governments and the declaration of Martial Law. The Presidential Executive Orders to support such a plan were already in place. The plan also advocated the rounding up and transfer to "assembly centers or relocation camps" of a least 21 million American Negroes in the event of massive rioting or disorder, not unlike the rounding up of the Jews in Nazi Germany in the 1930s.

The second known time that FEMA stood by was in 1990 when Desert Storm was enacted. Prior to President Bush's invasion of Iraq, FEMA began to draft new legislation to increase its already formidable powers. One of the elements incorporated into the plan was to set up operations within any state or locality without the prior permission of local or state authorities. Such prior permission has always been required in the past. Much of the mechanism being set into place was in anticipation of the economic collapse of the Western World. The war with Iraq may have been conceived as a ploy to boost the bankrupt economy, but it only pushed the West into deeper recession.

The third scenario for FEMA came with the Los Angeles riots after the Rodney King brutality verdict. Had the rioting spread to other cities, FEMA would have been empowered to step in. As it was, major rioting only occurred in the Los Angeles area, thus preventing a pretext for a FEMA response. On July 5, 1987, the Miami Herald published reports on FEMA's new goals. The goal was to suspend the Constitution in the event of a national crisis, such as nuclear war, violent and widespread internal dissent, or national opposition to a U.S. military invasion abroad. Lt. Col. North was the architect. National Security Directive Number 52 issued in August 1982, pertains to the "Use of National Guard Troops to Quell Disturbances." The crux of the problem is that FEMA has the power to turn the United States into a police state in time of a real crisis or a manufactured crisis. Lt. Col. North virtually established the apparatus for dictatorship. Only the criticism of the Attorney General prevented the plans from being adopted. But intelligence reports indicate that FEMA has a folder with 22 Executive Orders for the President to sign in case of an emergency. It is believed those Executive Orders contain the framework of North's concepts, delayed by criticism but never truly abandoned.

The crisis, as the government now see it, is civil unrest. For generations, the government was concerned with nuclear war, but the violent and disruptive demonstrations that surrounded the Vietnam War era prompted President Nixon to change the direction of emergency powers from war time to times of domestic unrest. Diana Raynolds, program director of the Edward R. Murrow Center, summed up the dangers of FEMA today and the public reaction to Martial Law in a drug crisis: "It was James Madison's worst nightmare that a righteous faction would someday be strong enough to sweep away the Constitutional restraints designed by the framers to prevent the tyranny of centralized power, excessive privilege, an arbitrary governmental authority over the individual. These restraints, the balancing and checking of powers among branches and layers of government, and the civil guarantees, would be the first casualties in a drug-induced national security state with Reagan's Civil Emergency Preparedness unleashed. Nevertheless, there would be those who would welcome NSC (National Security Council) into the drug fray, believing that increasing state police powers to emergency levels is the only way left to fight American's enemy within. In the short run, a national security state would probably be a relief to those whose personal security and quality of life has been diminished by drugs or drug related crime. And, as the general public watches the progression of institutional chaos and social decay, they too may be willing to pay the ultimate price, one drug free America for 200 years of democracy."

The first targets in any FEMA emergency would be Hispanics and Blacks, the FEMA orders call for them to be rounded up and detained. Tax protesters, demonstrators against government military intervention outside U.S. borders, and people who maintain weapons in their homes are also targets. Operation Trojan Horse is a program designed to learn the identity of potential opponents to martial law. The program lures potential protesters into public forums, conducted by a "hero" of the people who advocates survival training. The list of names gathered at such meetings and rallies are computerized and then targeted in case of an emergency.

The most shining example of America to the world has been its peaceful transition of government from one administration to another. Despite crises of great magnitude, the United States has maintained its freedom and liberty. This nation now stands on the threshold of rule by non-elected people asserting non-Constitutional powers. Even Congress cannot review a Martial Law action until six months after it has been declared. For the first time in American history, the reigns of government would not be transferred from one elected element to another, but the Constitution, itself, can be suspended. The scenarios established to trigger FEMA into action are generally found in the society today, economic collapse, civil unrest, drug problems, terrorist attacks, and protests against American intervention in a foreign country. All these premises exist, it could only be a matter of time in which one of these triggers the entire emergency necessary to bring FEMA into action, and then it may be too late, because under the FEMA plan, there is no contingency by which Constitutional power is restored.<
